Ok this is hard to explain..
I'm thinking of a 16 to 1028 band plugin that will measure the input frequencies of one signal and subtract the corresponding frequencies from another signal.
Naturally with controls to the number of bands, input and subtractive intensity of each band..
Does such a thing exist? If not, why not? It really wouldnt be any more complicated than a vocoder...

Did you mean to say "extract" frequencies from the second sound? So as to impose the frequency range from the first sound onto the second.
Maybe I'm confused. Is this meant for creating sounds or is it something more like an EQ that you have in mind?

no i dont mean any kind of extraction. It would fall under the EQ catagory though. Imagine this:
You set up something (like the peak controller in FL) that measures input, and the input level controls another parameter via midi CC or whatever. Then, you have this midi information invertedly control the volume of another signal. The more input, the more it subtracts the volume of the other signal. I guess this is like side-chained compression, or "Ducking" so far.
Imagine putting a band-passed filter before this device, tuned so only a narrow band of frequencies from the content would pass the filter. Then, have the input of this signal (noting its only a small freq band via the filter) control the volume of the same band-passed frequencies of another signal. Then, group up these devices until you cover the entire frequency spectrum. kinda like multiband side-chaining compression with 16 - 1028 bands.

sounds like a plugin IIRs made for me
basicly its a side chain multi band compressor/eq sort of thingy
he said hes planning on selling it but i havent seen it up for sale as of yet

basically, It would be used make 2 combined signals fit into eachother more easily.

You can probably do this with SPEAR. It has a subtract waves function.
