Not free but not expensive either, and it does the trick beautifully, try Audio Damage´s Discord : http://www.audiodamage.com/l33t/product ... ducts_id=8

the Kiesel free delay and retrodelay are both excellent and both feature an LFO for the pitch of the delays. I guess they are *nearly* what you're looking for - Retrodelay will also let you set the LFO shape, which might help.

waves doubler lets you adjust the pitch shift and panning for each individual delay (up to 4). discord is limited in this respect because it doesn't let you adjust the pitch shift amount for each delay...
fyi, you could roll your own doubler/harmonizer. all you need is the free madshifta plugin:
http://bram.smartelectronix.com/plugins.php?id=2
to create a stereo harmonizer:
1) make two mono fx busses in your sequencer, set to 0dB output and pan the first hard left, the second hard right.
2) in each fx buss insert an instance of madshifta.
3) set the left channel to: tune=0, fine=-9, delay=13, feedback=0, dry/wet=100, outvol=100.
4) set the right channel to tune=0, fine=+9, delay=19, feedback=0, dry/wet=100, outvol=100.
5) use your track's aux sends to route your signal to each of the two fx busses by the same amount and blend to taste. now you can route any signal that needs fattening to these fx busses (vox, guitars, etc).
to create a doubled effect:
1) do the same as above but using only one fx buss.
2) adjust the fx buss' panning to taste.
also, you might want to play around with the lp filter to roll off a little bit of the fx channel's high end. good luck
