I reckon it can be done by the STEPFILTER in cubase, but for those who are in the know a little more than me (a lot of you!) would you say there are two snare tracks with both different filters on them? or it's one cleverly programmed filter?

I think it's two layered sounds. The snare hit and a filtered white noise hit.
The white noise is easy to do. Here's something I just did with xhip which is just white noise with keytrack on the filter set to 100%.
Here's a layered version with snares, which kind of sounds like ass (really crappy snare hit), but at least gives you an idea of the technique.

it definitely is exactly as shamann discribed, the filter sound in the original example though also has reverb and eq applied, it may also be gated or expanded, it seems to fall off faster than ^n.
