FLStudio, Orion, and Tracktion are all great suggestions.
But computer nerds don't make hip-hop, gangstas do!
You should spend the 300 dollars on bling, and your recording setup off the back of a truck!

definately use FL Studio for hip hop
I've heard somewhere that Reason is becoming very good for hip hop, lotsa people like the ReDrum a lot.
However, FL Studio will perform ALL your needs, for hip hop you can probably buy the Producer without the XXL synths.

If you can qualify for an academic discount, you might want to go to www.academicsuperstore.com and check out the prices there. For instance, you can get FLStudio 6 Producer for $109, plus you'll need to send in an extra $30 for the lifetime upgrades.
