Skinning "win_bkgnd" . (Grr..., why is this happening?)

I'm working on a new skin and I want to have a bitmap as a background for the main area (I know it looks like one color, but there's actually some stippling in there).

It's just a 32x32 tiled bitmap. However, the LED, VST wrapper header, mixer seperator and some window backgrounds have now taken on this hideous orange colour.

I can see the orange colour in the Options->Skin section, but I can't find a gui element that references it (aside from selection, etc. which requires it). [update - if I delete this color, then I get PURE RED in it's place... and that color doesn't appear anywhere in the list. I assume this means an unreferenced color... but from where???]

If I change win_bkgnd from a BMP to a similar color and then back to a BMP it works fine. But when I load it again the color has been reset.
