Genuine time stretch is problematic as a real time effect, since your sequencer can't predict the future. As such, you're pretty much stuck with having to load audio files directly into any such plug rather than just strapping the effect over the channel and having whatever is on that channel stretched. I suppose having this sort of thing as a VST would be useful for tempo sync and so on, but otherwise you may as well just go with an offline application.

SPEAR is not a VST, and it'll be a bit weird to get your head around initially if you don't know much about FFT analysis, but if you're looking for something visual it can't be beaten. You can grab selected parts of the frequency/time spectrum and do all sorts of weird edits, such as moving them around, time stretching/compressing them, transposing/frequency shifting them etc... It's well worth getting to know if you're looking to do these kinds of effects.

For something to use in your sequencer, you could try something like KTgranulator. Hardly visual, but lets you do nice time 'shattering' effects, and can do some time stretch type stuff if you use the freeze parameter then fiddle with the delay times.
