Can the different effects be turn on and off? Or can you only change the way the effects are routed?

You can only change the routing, no on/off switches.
The delays have a "thru" switch though which is a bypass (sends input to output, but anything in the buffer is still on), and the saturators are fairly transparent at zero.

And the filters can be essentially bypassed if they are in highpass/lowpass mode. Pretty much the only thing that can't be bypassed is if you have something routed to the filters in bandpass mode. But filter mode is automatable...
Essentially, you can bypass anything you want to, it's just not always that convenient.
