If i'm not mistaken you can load the karmafx synth as an effect and it has formant filters.

i'd say, formants could be easily applied with a simple parametric eq because formants are nothing more than emphasized frequency-bands. some people might prefer bandpass-filters, though

Oli Larkin has a free formant filter. If you want to set it yourself, you can also check out WOK.
