Non VST: http://www.masterpinguin.de/index.html? ... am_sm.html
Non VST: http://www.pas-products.com/surround_meter.htm
but according to http://www.pas-products.com/wave_clone.htm you can still use it as VST or DX.
I've got no personal experience with it. But a well known PRO I know, uses the pinguin plugin...

I'm not sure this is exactly what you're after but Nick Whitehurst's Cplugs pack includes C_superstereo which is a stereo field meter. His original site appears to be down but you can still get them Here. Just scroll down a little and you'll find it.

if you satisfied with a simple 0-1 range meter, or whatever synthmaker has as standart object, i could slap one together in a second. just give me a shout. CPU usage shozuld be ok with synthmaker i guess

I can't actually garantee the precision of the dB values, but perhaps that it can help ?

And of course, if you can afford it, the Waves 360° are not bad
