The Ohm filters do this, both free and commercial.

Basement Arts used to sell a Midi Controlled FIlter....I bought it, and then something like two months later they discontinued it.

Still use it....just not sure if it's available anymore. Maybe Frantic has midi control, and that's why they duped the other one.

Actually, I sort of take that back. Quadfrohmage does. I thought Frohmage did, but can't for the life of me get it to work.

Analog Industries' Filterizer does, too. Not the most interesting filter on its own though, just a standard SVfilter. Chris doesn't have it on his site anymore, but you can get it on dontcrack.com.

You might also want to look for a VST that simply converts incoming MIDI notes to CC values, and then use your host's CC to VST mechanism to control the filter frequency.
