Hi!

Let's say that you've recorded a good vocal- or guitarchorus, but it's off beat some places... Is there a plugin, except roland v-vocal(sonar5), where you can timestretch it piece by piece so that the whole recording is on beat...and still keep the sound quality??

That's supposed to be what melodyne 3 is perfect for. Bit pricey though!

Cockos Reaper allows you to cut/slice your clip, and stretch only some parts of it.
It is a host, but it is free and it is nice.
