Reaper is free for now. But it's still in development.

Reaper,wich is free until 1.0,and at .956 has some time to go before it gets there.
Easily the most feature rich you will find in a freeware host.
Mutools Luna also has a free version that supports vsti,and it has a really inviting interface,with a small learnig curve.
If you like trackers try Psycle.
