Just wondering if anyone knows if anyone makes a step modulated flanger, phaser or chorus vst effect.

You could likely do it with Tone2 Filterbank2, by routing the stepseq to the delay and setting the delay to a really short time. I've never done it, so not sure how well it would work.
Any modular would do the trick quite handily, especially using the fantastic step sequencer mod in KarmaFX Synth. Would a step sequenced chorus/phaser/flanger sound any good? Audio Damage's Phase Two has an optional pulse wave LFO, and I have to admit the results aren't the most exciting thing. One cool thing with Phase Two though is you can automate the sweep, so could easily send stepped modulation info to it.

If Camelspace can't do it, maybe Progress Audio Waveshaper does - haven't checked it.
Lucifer can do step-modulated flanger but not the others (though probably similar effects can be acheived).
You probably can knock something out in a modular enviroment like EnergyXT using a MIDI step sequencer, a note to CC plugin and some Classic Series effects or similar.
