Works fine here.
It's a .CHM file, or "compiled HTML help file", and you should be able to view it like any other Windows help file (assuming you're not on Windows 95 or something).
If your file associations have been messed up somehow, hold down shift then right-click on the RetroDelay.CHM file. Choose "Open with..." from the menu. In the dialog that appears hit the "Browse..." button then navigate to and select C:\Windows\hh.exe. Enable the checkbox for "Always use the selected program to open this kind of file", then hit OK.

i tried that. i still get a n ACTION CANCELLED message when i try to open the file. it shows the table of contents but internet explorer is unable to open the pages. thanks anyway, dblue.
