I'm looking for a VST host that can record the output of the loaded instruments (specifically Shortcircuit). Something similar to Rax I guess, but for Windows. Free would be optimal, but not ultimately necessary. Thanks.

If its just one plugin you want to record you can use Cantabile - http://www.toptensoftware.com/cantabile

For more than one, use Chainer (in Cantabile) or similar or the next version will do it.

Cantabile is free.

For simple tasks like that, you can always try my ones -
VSTHost: http://www.hermannseib.com/english/vsthost.htm (for multiple plugins)
SAVIHost: http://www.hermannseib.com/english/savihost.htm (for a single plugin)

If you have the right soundcard you can do this with just about any host.

You can also use Silverspike TapeIt and Voxengo Recorder VST plugins to capture the audio output as a wav file, in pretty much any host.

What are you trying to achieve, Remedial?

I think all hosts can record VST instruments, even without a soundcard. It's called "render" or "export" and gives you a WAV file of the midi notes played by the VST.
