vst to send random program changes?

i want a vst that i can use within energyXT to send random program change values.

i don't feel like doing this in max/msp then going through midi yoke bullshit, so i'm hoping there is a vst that will do this.

I'm going to release a little freeware plugin which is going to do this and a little more.
Just keep on watching THIS thread, which I'm going to update later today.
