Hoping Phrasor will become this in time. Project 5 v2 has some powerful phrasing and arp functions and the new Sequiter also looks promising. Also if you have Reaktor several ensembles with midi out are amazing for complex phrases - Ernest Meyer has made several really complex sequencers for this purpose:

Phrazor (current version is 1.01) already has an Arp besides the 2 other live-playmodes Legato and Poly.
