Multiple MIDI Clock Tempo's?

Does anyone know of a program that can send different MIDI clock tempo's on different channels, or to different ports?
I know numerology can do this internally, but I want to send a tempo of say 1.5 times the main tempo to my 303, compared with my other synths at master tempo.

Maybe a work-around: divide beats in 12 parts. Some instruments have to take one out of 4 ticks, others one out of 3 or 6 ticks: 6 to 4 equals 1.5

Or let go of synching the instrument LFO to tempo, use something else instead.

I'm not with you - which beats are you talking about dividing? I'm triggering the 303 with MIDI clock transformed into CV...
