VST LADSPA Wrapper

Is there any VST plugin that will allow me to load in LADSPA effects so i can use them in a windows based host (FL Studio)?

I don't know of one. Could exist somewhere...but I've never seen it.

I think that right now there's probably more interest in the reverse -- having a Ladspa wrapper for Vsts.
It should certainly be possible to make one though. As you may have noticed the recent Audacity update included releasing a pack of 40 Ladspa plugs that work with the Windows version so the necessary libraries seem to be portable enough.

ladspa does not have the capability required for complex VST instruments, as far as i know, so a ladspa host for VST is probably not an option; however, the other way 'round aught not to be very difficult at all.
The exciting thing now is LADSPA2 (it is called something else, but i can't remmber right now) - it will be like VST for Linux, but will also be cross platform. A much better API in my opinion.

I have googled something called ladspavst.

It's meant to make vst plugins appear as ladspa plugins.
Apparently Audacity uses it :
