I recently published the first parts of the world's most comprehensive harmonica library through LoopLibrary. You can do a drive-by at:

The library is broken down into several parts, all at a very musician-friendly $5.00 US apiece. The sets are:
1. Minor Key Mojo
"Real deal" down and dirty amplified harmonica in an R&B style. All 16 samples are a full 8 measures long, recorded at 130 bpm and performed in minor keys for A, E, G and D. Files are clearly labeled "rhythm" or "solo" and are fully-Acidized .wav files.
2. Rhythm And Blues
More "real deal" down and dirty amplified harmonica. Twelve fully-Acidized .wav loops recorded at 130 bpm. Each loop is a full 8 measures long - lots of great rhythm tracks to use as they are or edit and create your own.
You get loops in the keys of A, B, C, D, E and G with each key having two loops. Those marked "Rhythm1" in the title were recorded with a straight-ahead 4/4 feel suitable for rock, pop and dance productions. Those marked "Rhythm2" are played with a backbeat swing which makes them sit well with shuffles, jazz or honkytonk country.
3. Head Cutting And Soul Shouting
12 fully-Acidized one shot .wav files. You get a full 8 measures of soulful harp work in each file, all recorded at 130 bpm in the keys of A, B, C, D, E and G. There are two complete solo files for each key, giving you a wealth of raw musical power to use as is or to slice up and create your own electrifying solos.
Additionally, I have 3 sets of chromatic harmonica available a la Stevie Wonder in a series called Soul and Silk. We will soon have a gospel/country set and a dance music set available, too.
If you can't find what you're looking for, I am also available as a remote session musician and can record parts specifically for your individual productions.

Plugsound free has a good harp with layers and a good use of the mod-wheel.

Sorry, not really interested in loops and riffs.
The Zero-G is rather above the budget I was thinking of and I'd only be interested in one of the discs.
I'll check out the plugsound free.
