I'm using about a 1 minute sample from the Matrix, 10-15 second sample from MLK's I have a Dream Speech, and about a 1 minute from the movie Face Off is my tracks. Do I have to get permission to use this samples before I copyright my work?

Strictly speaking, of course you do, they're copyrighted works.

Whether you actually care or not is another thing - only really matters if you forsee making any decent money with your music - if you're just dicking around, lawyers arne't coming gunning for you.

edit - a more important question is: why the hell do people still feel the need to sample the Matrix..

You may not need to get clearance for the MLK speech, many, but by no means all, public speeches are considered public domain but I would do a little research as I'm no lawyer. And you definitely need clearance for the movie clips if you are planing on releasing your song to any extent particularly as they are from such well know movies.

At art school this year, I told my sound students they'd be marked down if they used samples from the Matrix in their works

So much sound in the world to sample, yet people want to sample what someone else has sampled, again and again.
I put up with those same Matrix samples for four years, but enough is enough. Sometimes people seem to use electronic music to conform rather than to create.

For those particular sounds you probably don't have to worry as the legal community generaly takes pity on people when they use such hackneyed samples to produce their own brand of contrived techno blast beat dance music. When you start getting into some of the more esoteric "Fight Club" and "BladeRunner" samples you may have to worry a little bit, but not really though.

Seriously though, can this thread be put in some sort of hall of fame or something.

Let me guess, you're making psy/goa? Those samples, especially from The Matrix and the MLK speech are beyond overused in that genre.

I must admit however, I myself have used the "Spice extends life" etc. speech from the 1984 Dune movie in a Astral Projection-inspired track, and that felt almost like sacrilege. Never released that version officially though.

Hey Sting was in that movie which makes it fair game for using in music.

I was doing a tech-house track with it (Matrix). I might restructure it for trance and just take the sample out. The sample from Face Off (John Travolta talking about how he is going to become Nicolas Cage's character to catch him) is for a downtempo track, and the sample really sets the tone and would really hard to take out of the track. The sample from I have a dream speech is for a drum n bass track. The drum n bass track is a mixture of light jazzy drum n bass and tech step.

I believe my sound design lecturer at uni did a similar thing (film dialog in general)
