Dashboard-like VST?

Is there a VST that lets you build interfaces for controlling your midi gear, much in the way that dashboard works? Not only does there not seem to be too many dashboard presets available out there, but if i'm going to go the trouble of implementing an interface for outboard gear, i'd like it to be as portable as possible.

Any suggestions are much appreciated!
