midi clock is way too sloppy

How did you come to that conclusion? What host are you using? Is this during playing / recording with the keyboard or during playback of a recorded track?
Midi messages are relatively slow. Each note-on message takes about 1ms, so that should be the resolution. BUT: some (ehm: most!) hosts send out midi messages on ASIO buffer boundaries. So if you have a medium sized buffer the resolution becomes 5ms of thereabout. And yes, that can be rather sloppy.
There used to be a fellow over here ranting and smashing his head about the issue every odd month. He searched a host that would send the messages at the appropriate timing. Can be done, but most hosts don't do it.
But it's not really related to the midi port as far as I know.

Can you specify a lag/delay/latency time for the port?
