Theoritically ERA could be set up to produce similar effects, but is quite an overkill for that and not free.

A flexible enough arp with automatable parameters could replicate at least some of what Buffer Overide does. My guess is that you could build it using a combination of Tobybear's MIDI Bag plugins in a modular enviroment (assuming you are on a PC).
