I've heard good feedback on both these cards 
Both have very decent AD/DA converters and good stable low-latency drivers.
Some differences:
* The Juli@ has drivers for Vista, and handles both RCA and 1/4" jacks.
* With most of the AudioPhiles you can add more cards that share the same driver

i have the juli@, it's a really really nice card. For best performance though i would have someone build you a case to shield the circuitry of the card from stray electro-magnetic waves. It has balanced inputs and outputs and allows you to route any signal from one set of audio drivers (gsif for example) to another (like asio or wdm). It also give you the ability to record the output of anything going through your soundcard without it ever going through a d/a a/d stage...which means you can sample vst instrument demo's that disable rendering...(saves me a lot of money, let me tell you, and it's not illegal!)

juli@ is very stable under vista...
