I think he's using a talk-box on that one (from my memory - cant get the link to work). There's a free vst from mda, which I can recommend.
EDIT: Ehm... but now reading your post again I'm not sure I actually gave you the right answer... ethnic? I dont know... use an arabic scale instead of the regular one?
