You might want to check out dBpoweramp. It's awesome for on-the-fly, shell command conversions, and you can apply VST effects right there.

Can't vouch for its quality, though. I've tried it long ago and vaguely remember some instability, although only vaguely, so it might work out for you.

Wow, never seen that before! I just tried it, and it looks like it's limited to 16-bit files, and it only registered a tiny handful of my VST plugins. Great suggestion, though!shamann wrote:http://www.soundburst.com/vstprocessor.html

Wavelab will do what you want and more.
That's all I use and, I've been using version 3.0 close to 9 years now.
It's up to 6.0 btw..

Elevayta VST Rak does something like this. i.e. Choose in filename and out filename, load a series of plug-ins, swap the order of processing (very easy in VST Rak, just drag the tab buttons at the top) and process a .wav file with a single click.
At the moment, it works only with Elevayta plug-ins. Would anyone be interested if it worked with others also?
It is also not as expensive as Wavelab.

The funny thing is Vsampler allows you to apply/freeze vst effects (not many supported) to separate zones in an instrument which is very convenient. The downside is that it does not seem to apply them properly, changes the sound/feel of the audio and messes with the velocity. Its the closest and simplest method AFAICT. To bad it doesn't work properly..
EDIT: actually just tried applying/freezing to separate zones in Vsampler. It works perfectly with the internal effects but not with other VST's for some reason.. testing....
Dayum got these message when trying to apply Neodynium..
Exception in DoApplySplitEffect:"Access violation at address 02C72DC3 in module 'Neodynium 2ch.dll'. Read of address 00000000"
Please notify SpeedSoft with the above information ! (times the amount of splits there are!) This sucks..
