How do you get to an unstable number of resistors? Put so many on there until it's likely that they'll short, lol... anyway maybe you're thinking about linear regulator, switching regulator, shunt regulator... these can all regulate DC voltage.

Do you mean you want something to keep the voltage fixed under various loads? Any good regulator should do that. See above for some common types.

78xx for positive Voltage, 79xx for negative Voltage:
like 7805 is a regulator that keeps the output voltage at 5 Volt DC, as long as the input is 3 Volts higher.
7812 acts the same, only now the output is a steady 12 Volt DC.
They are all called Voltage Regulator.
Some of them are able to deal with short circuiting the output, so they can handle unstable/changing resistor loads.

No, not a Zener. Their voltage output, when used with an resistor in series, is dependent of the current that is going through the load. So the voltage of the output also depends of the resistance at the output.
It is a cheap component, but it has many little drawbacks. I would stay away from this component.
