Can you install a OEM version of Windows XP SP2 Professional on a mac?

Yes, with Bootcamp or Parallels.

you can't purchase oem windows xp unless you are an authorized system builder. It's illegal. And even then the oem xp has to be offered already installed on a complete computer system and cannot be transferred to another computer. This actually covers any microsoft oem product period and this has always been their stance. Read the EULA.
