I don't know FL, but it sure sounds like you've got some filter or other turned on in FL. If it receives midi direct from another keyboard then you know the JV is not at fault.
Probably you need to check global settings in FL and send out on a particular midi channel and check you're not filtering out midi somehow.
Don't want to state the obvious...but you are playing the JV on an active midi channel within FL?

You have to select a port number for the device in prefs and make sure that ports selected in your midi out plugin
