Is it possible to use (properly authorised) PLAY engine libraries in Kontakt? If not, is there any software that can convert? It's a shame that EW moved over to PLAY. I prefer to keep my samples in one format if possible.

In a word: no.

No, they can't be. They are encrypted to enforce their copy protection.
If they weren't encrypted, they could be converted to play on something else which does not have protection, and thus be able to be passed around without the copy-protection of the player itself.
Another example showing that software pirates really DO affect your life. You are a licensed user, and you could've had greater flexibility had not thousands of people been dishonest.
