You can't pan it on a osc-by-osc basis, since it would in effect require twice as many oscs for the FM computations (but I hear this is a much-wanted feature, for which people are willing to pay the extra cpu cycles).
Keyzone panning at the filters output is quite flexible, though: just use a straight line to pan the output of your filter at the desired position.
Finally, Rhino responds to midi control 10 (pan) for global output panning.
