Where can I get free 808 kits and if I change the hits and add effects can I give them away or sell them?

You might want to check out GoldBaby they have some free stuff that is pretty good. As for reselling them the vast majority of sample producers forbid resale of their samples no matter how much you affect them and to be honest its kinda lazy to try to pass someone else's work as your own. If you use them to make loops though some producers are more friendly to allow you to release those as a product with proper credit attribution of course.
You may also want to check out MDA's DrumSynth or Stomper if you are looking to make synthetic drum samples to mess around with.

I would never want to take from someone elses work like that,
What I meant is if I sampled a old used 808 and made my own sounds out of it..
Exactly the way Goldbaby did it but with own spin.

The problem whith most samplers is there are only so many slots and yet there are so many variation of the toms one could sample. Same thing whith the symbals. Some poeple like a few variations of the snare and base. Unless you want to approach variations from the samplers dynamic side.
I happen to have a tape sync box for my machine and I have tried successfully recording a sync pulse on the computer for the sync box. The 808 uses the older Roland midi which is not compatible whith modern standard midi, unless you get the proper midi kit installed in your machine. Iv tried recording the sync pulse on tape and then transferring that recording on to computer, which gives the tape feel. Half the analog sound is the tape spinning?
There are plenty of 808 hits on the web if you google for them. I did come across 2 site's of 808 samples from DIY 808 machines?

Try www.modernbeats.com - they have some free sets to download. Phattest sounding electronic drums that I've heared.
