Philharmonik doesn't seem to allow controlling Part Transpose (under the Range tab) via CC -- is there another way of doing this?

Yeah, the pitch control can be controlled with CC, but it's kinda finicky. No worries, I'll just do the transposing inside my sequencer instead. I was helping someone with looped material and was trying to see if I could take a MIDI clip and transpose it quickly in synch with how the loops change key. I've done much with loop composing, it's a whole 'nuther world for me.
