Spectral Conquest and Scales?

I was wondering if the FFT bins bear any relation to the 12 tone scale and if so, would it be possible to create scripts tuned to scales, chords or notes. I.e, only notes in the scale of F maj come through, or only tones of the C min chord, or only the note D.

Short answer - no. The FFT bins linearly divide the frequency spectrum - for 'pitch bins' they would need to divide it in an exponential fashion.
