Hi-I haven't heard the music to the example you are quoting but the chords you put in your question are a Bb11 chord to an Ebmaj7. That is a V I progression in the key of Eb. The Eb in the first chord is also thought of as a "sus" or suspended note since in a Bb7 it would be a D. In this case the Eb in the first chord is keeping it interesting. I remember a tune by an old school band I was in where your chord example was exactly the hook of the song. The song: "Keep That Same Old Feeling" and the band was The Crusaders.
