A way to download Android Market apps to pc without connected android?

Hi.
Is there a way I could join the Android Market without using my Android tablet?
As in just downloading to my pc, and transfer to my Android tablet.

Trying to save the expense of getting WiFi internet, and just use my cable internet.

Hi friend.

Hopefully there is an easier way now, but back in last year when I thought my Android smartphone was the gasm, I was able to access the market and download apks using the android emulator, which is freely available, I think I got it with the Android SDK.
But obviously, it seems like a monumental task for such a simple query.
