There are tutorials how to get it to work under Cubase 5. E.g. on youtube
and there is some description in the manual.
As you can see in the YouTube comments, people can't get it to work under Cubase 6. I'm one of them.
What do I exactly mean with "doesn't work"?
Well, Harmony Improvisator starts up as a VST in Cubase, and you actually can make it work with its internal synthesizer. But I have not been able to make it work as MIDI source for another VST. I can tell other VSTs to use "Harmony Improvisator MIDI-out" as MIDI in, but that doesn't result in any action in the connected VST.
I CAN get this functionality to work in VSTHost. So the question is whether I should not ask Steinberg support for a problem resolution.
Maybe someone here has managed to get it work under Cubase 6?

I've written several mails to synleor, from different mail addresses, used their on-site formular to send a message, but no answer. Nothing. Not even an automatic receipt message.
Is that business still existant?
