I've done both.
Sometimes heavy compression has the effect of just making everything going through it loud, so a bit of cutting afterwards also helps...
Also I have on occasion taken a sound eq'd to make it sound nice, added compression, added another eq, added another effect, added another eq. That way im constantly making the sound at its best with each effect I add.. I then go and try turning the earlier ones off, on and experiment, sometimes cool shit happens!
Lets face it now adays we are not short of processing power so can afford to throw on as many as we want, so why not put one before AND after?
IMO not something to get too scientific about, try simply swaping them round and go with what sounds best.
