I just got Cubase 7 that I ordered from Ebay .

On the eLicenser program the title of the license is " Cubase 7 US "

I'm from Israel , do I get support and will be able to upgrade in the future or its version only for US citizens ?

afaik they dont have restrictions, but also if you ask for support you dont HAVE to tell them that you live in Israel. I mean, how will they know? Besides, you paid for the product so it shouldnt matter.

Except that it might.

Can't recall where I read this, but it was here on KVR just a few days ago IIRC, where someone was saying they were seeing a problem dialog on installation because they were (I think) installing a US version in a different country.

Someone chimed in to say that the country to country restrictions are there to prevent international sales from taking advantage of currency fluctuations.

So support might be an issue, even if you paid for the product.
