I think that relying on something you bought, a bunch of loops for your 'Indian Feelings' or some shite is a sign you can't make the thing happen like at all. It will tend to tell on you. So this stupid meme is supposed to make this opinion seem absurd. It's based in a straw man, though. The only ridiculous person is the one that made the meme or presented it 'HAHA I showed you lot'. Allow me to illustrate:
Using loops itself isn't any one thing or other. For a person that has obtained the things that make a 'composer' - and we're back to ghettosynth previously stating that this would be deemed a fatuous thing to say for someone that really isn't - using loops can be quite another matter. Hence, that fallacious thrust of reducing to the absurd to begin with. You're arguing with a straw man, it's your absurdity.
Besides that, the weakness of it is not hard to show. It's a dishonest tactic which wants to vacate really thinking about the accusation. Let's deconstruct 'Using loops is cheating'. You aren't cheating me, no matter what. So if you are self-conscious about it (universal 'you', albeit we are not exactly lacking context are we), roll your own. I feel that learning how a rhythm track happens by doing it is worth doing. I feel that here is a rich experience that, while at first it may not produce results you can brag about, but if you know from drums from drumming, ultimately you 1) have something of your own, you can find out things about yourself as a musical personality; that 2) you will have more to work with in your music.
Furthermore, 3) the person that gains experience more and more in doing music gets ideas that a person that just bypasses the whole thing out of laziness is not going to be accessing.
Of course, the result as per 1) will tend to reveal that you are as yet unformed. The whole ego trip of being able to share this thing on the internet just vanished, until you get some chops together. You may never do, you may find yourself empty-handed. Now, frankly I think this possibility is what drives someone to present this idiotic meme on KVR.
The rhetorical outcome of this thing is, worrying about cheating wasted your time making music. So thanks for that, it highlights a problem of the Producer. You're in a hurry to present 'Here is my track'. Learning what the drum does, how it responds, getting a tone out of it, understanding the weight of tone - in a MIDI editor, rolling your own loops, you will find that this library will not give you the same thing, it could be completely wrong on that library because of velocity. Having this whole rich experience is to be portrayed as a Waste of Time, because you're all about making the music.

I have actual thoughts on the matter. This framed an argument, which has a lot of context here, in terms of a "joke" which isn't so new. I would rather a forum be a place to discuss the ideas than discuss personalities. I think this was not a good quality idea.

You seem desperate, the vitriolic tone seems to follow that you hate your own total logic failure being shown. This is just a joke (it isn't, and I'm sure at least the OP knows it isn't, see the thread title which refers to history here) and all jokes are funny, so if one does what I did rather than find this funny one has a 'sense of humor deficit'. If you think that is true in general, I still say the same thing. However you were in fact addressing what I did. To that extent it's about the person. Should you have done that per another person, I will have the same view of it. Your feelings about me are not of much moment, though.
