the main thing that's always prevented me from using iOS apps much is that i don't have access to my own sample content and I always hated how each app was supposed to have it's own f iles, which if you use more than one app means duplication of samples, so I didn't bother. Now with iCloud it seems like this would be a good place to store and sync samples on your computer and also be able to load samples from there in iOS apps.

I figured I'd give iCloud a shot and moved all my samples in to my icloud folder (paid for 200 gb space). Unfortunately after days it only seemed to see about 8 gb out of about 150gb. It seems useless and support wasn't any help.

I thought icloud would probably be the best supported cloud storage to load samples in from iOS music apps given that it's apple. But maybe dropbox can do something similar? It seems quite well supported and has a monthly plan for a lot of space too.

Is it common for Beatmaker, Garageband, etc. to be able to browse and audition samples from other cloud storage like dropbox?

have you looked at audioshare ??

http://kymatica.com/Software/AudioShare

offers lots of 'open in' options for using the same content. also offers a lot of useful sample editing features, and, an excellent rendering channel-strip sort of thing, which allows you to process incoming audio, or audio files, through any other effects you have installed. it's a great place to offline-bounce, mangle, treat, effect, and render ios files, that can then be bought into other installed apps

Yep can also import Dropbox samples from it as well which is what i've been doing and then converting sample rates etc then open in or process as above.
