Anyone know what instrument this is?

I'm trying to figure out what makes this sound. It's from the film Serenity. I think it might be a wind instrument of some kind... anyone know what it is?

One more piece of info; this sound can also be heard on the soundtrack from Civ II: Fantastic Worlds. The game is from 1997, so this sound must pre-date it.
