I'm trying to order the latest edition of Beat magazine online from here:

Can you tell me whether the website says that ordering the .pdf version will allow for downloading the sample and software content for that issue?

Nope, sample & software content is on a DVD, not to download.
No idea whether you get the DVD sent anyway if you order the pdf magazine.
You know what, call that number. Germans in general speak pretty good English.

I'm seeing this bit on the page:
(Inhalte des Datenträgers nicht enthalten)
Means: contents of Data Carrier (meaning the DVD) are not included. So my guess is you'll likely have to spring for the hard copy.
But I'd try that number. Like Bert said, most Germans will have no trouble with English (especially in the creative fields).
