Cubase : Macro Mapping

Hi Guys

Just wondering if Cubase is capable of this ? or another VST ? I know there is quick controls but it doesn't allow you to limit the parameters. For example Mapping the Filter cutoff to a macro and and having control of it separately. I have a video of it done on Abelton. Its a hard one to explain.

I guess the answer is no.
When I have dived into Cubase, I have looked for this without any solution.
