Its definitely something slowed down (TARDIS sound was keys scraped on a piano string).The alien transmission (sound effect) that is being heard by Eleanor Arroway is a very minor variation of the sound effect made by the "T.A.R.D.I.S" as it powers up in Doctor Who (1963).
