When they say things like such and such song uses a I, iV, Vi, V chord progression, are they basing that determination on the verses of the song, or the chorus?
I'm trying to figure out the progression numbers to one of my own songs, and I get two different number sets of progression numbers, one for the verse and one for the chorus.

I, IV, V and so on are relative to the key at that point, so IV in C major is F, whereas IV in F is Bb.

No. They are all in the same key.

Same numbers == same progression.
So the verses and choruses are different. Personally I hate it when the chorus uses the same progression as the verse. Different is better! Imho...
