Changing drive letters - how?

I can use partition magic to change my hard drive letters, but it can't change CD drive letters, and I need to change a CD drive letter so that a hard drive can be assigned to that letter.

Control Panels > Administrative Tools> Computer Management....
Disk Management section.
Right-click on the drive in question, select Change Drive Letter.
