Can someone please tell me where to download this program (3rd post on that page)?

I've looked everywhere, but I can't find it, and I need it to edit gm.dls, the Windows MIDI bank. I want to put my own samples in there.

Microsoft took it down alas. I'm too lazy to check the Wayback Machine on the Internet Archive.
Meanwhile you can try AWave Studio:

It supports the DLS format, but the demo version saves one patch only alas.
