Alchemy is in there (how much of it I can't say as I never had the original) and Garageband works fine here on Sierra. Did you download the factory content after getting the app from the App Store? It should ask when you first run it.

Hmm, in that case have a look at the crash report for clues. There's no sign of an updated version so it should be the same as mine unless they updated the app in some way when making it free.

I had a quick Google and the screens I'm seeing of Alchemy in Logic are more advanced than what Garageband has. So you'll probably still want Logic for the full experience. The Garageband version is probably closer to Alchemy Player.

That's the main reason I even installed it, to see about Alchemy. I'm not going to suffer the reason for the instant crash. It's just Garageband.
